Not all dangerous goods can be easily identified. Regular items declared by passengers and shippers may contain unidentified dangerous goods and such items may also be carried in mail or baggage. For this reason, it is necessary to have a better understanding what dangerous goods are. In the case of shipment or receipt of cargo, mail, baggage or items loaded in the aircraft by the carrier, a careful check shall be made to confirm their properties prior to any other operation. If there is any doubt, caution should be applied in any further steps.
