Domestic Air Freight Rates Regulations ( From Jul 17, 2019)

I  Scope of application

1. These regulations apply to purely domestic routes carried by Air China or another airline with the Air China code that are using Air China domestic passenger tickets (including BSP tickets confirmed with "999") as well as purely domestic Air China routes that are using other airlines' domestic passenger tickets where a sub-cabin sales agreement or air+ground agreement has been signed with Air China.

2.  These regulations' (new) criteria for ticket change and refund fees apply to domestic tickets sold on and after March 31, 2019.

3.  The change fee criteria in these regulations are applicable to domestic tickets purchased prior to March 31, 2019 (not including March 31, 2019) for which changes were made after March 31, 2019 (including March 31, 2019) .

4.  Pre-March 31, 2019 (not including March 31, 2019) refund fee criteria apply for tickets that were purchased prior to March 31, 2019 (not including March 31, 2019) and for which the refund application was made after March 31, 2019 (including March 31, 2019).

5.  For specific refund and change regulations, see "Individual Passenger Refund Regulations" and "Individual Passenger Change Regulations" below.

II  General regulations

1.  Payments for domestic tickets are clearly displayed; the actual price paid for the ticket at the time of sale must be filled in. Fares to be rounded off and the unit is RMB 10. Specific price is subject to the results automatically calculated by the sales system.

2.;  The conditions for freight rates should be prioritized for all that meet the freight rates conditions. Where there are no applicable regulations, proceed according to the General Conditions for Domestic Transportation of Air China Passengers and Baggage.

3.  In these regulations, "flight departure time" refers to the departure time listed on the ticket. "30 days prior to departure" means 30 x 24 hours, which is 720 hours. "14 days prior to departure" means 14 x 24 hours, which is 336 hours.  "30 days prior to departure", "14 days prior to departure”, and "4 hours prior to departure" are all accurate to the minute.   For example, for a flight scheduled to depart at 12:10 on June 8, 2019, the corresponding time for "30 days prior to departure" is 12:10 on May 9, 2019; the corresponding time for "14 days prior to departure" is 12:10 on May 25, 2019; and the corresponding time for "4 hours prior to departure" is 8:10 on June 8, 2019.

4.  Change and refund fees, and differences in ticket price, are all based on the ticket price of the corresponding flight segment. Change and refund fees are in RMB and rounded up.

5.  Refunds & changes of special products and special freight rates are executed according to the specific product regulations.

III  Discount ticket prices for children, infants, disabled veterans, and police officers left disabled after performing their duty and regulations for changes and refunds

1.;  Prices for infants are calculated at 10% of the applicable ordinary adult price (the full price of cabins F/J/G/Y). Voluntary endorsements are permitted. No fee is levied for processing of voluntary changes and refunds.

2.  Children are charged 50% of the normal fare for adults (F/J/G/Y cabin full price). Voluntary endorsements are permitted for FCH50/JCH50/GCH50/YCH50 fare types with 50% off. No fees are collected when processing a voluntary change; for processing of voluntary refunds, regulations are the same as those for adult refunds in the same cabin.

3.  Disabled veterans and police officers left with a disability after performing their duty who have a valid ID are charged at 50% of the normal fare for adults (F/J/G/Y cabin full price). Voluntary endorsements are permitted for FGM/JGM/GGM/YGM/FJC/JJC/GJC/YJC fare types with 50% off. No fee is charged for processing voluntary changes and refunds.

4.  Except the above mentioned discounted tickets, other tickets purchased for children, infants, disabled veterans, and police officers left disabled whilst performing their duty are subject to refund/change service fee regulations for the corresponding tickets.

5.  In addition to change and refund fees, other change and refund regulations are performed according to the "Individual Passenger Refund Regulations" and "Individual Passenger Change Regulations" described below.

IV  Reservations and ticketing

1.  Seats reserved for children, disabled veterans, and police officers left disabled whilst performing their duty - which are purchased at a 50% discount - must be in cabins F/J/G/Y. Children, disabled veterans, and police officers left disabled whilst performing their duty purchase tickets at a discount greater than 50% (not including 50%), in which case the reserved cabin and fare type shall be subject to the information displayed on the sales system.

2.  For child tickets purchased at 10% of the ordinary adult price, the service tier and the cabin class must be the same as for the accompanying adult. For example: Where the adult ticket is Economy Class Cabin Y, the infant ticket must also be Economy Class Cabin Y.

3.  For child tickets purchased at 50% of the ordinary adult price, the service tier must be the same as for the accompanying adult. For example: Where the adult ticket is for Economy Class M, the child's ticket can be booked for Economy Class Y but not for any business class seat.

4.  Time restrictions: Subject to the information displayed on the reservation record.

5.  Open tickets: Not allowed. Tickets must be issued with fixed seats.

V  Fares and regulations for changes and refunds for group passengers

Please contact the local Air China sales office for ticket price and refund/change service fee regulations for group passengers.

VI  Individual passenger ticket refund regulations

(I)  General regulations

1.  Refund fees are calculated according to the ticket price of the corresponding flight segment. The unit is RMB and figures are rounded off.

2.  The refund fee for the applicable time period will be charged according to the flight departure time listed on the ticket for the unused flight segment(s).

Exceptions: When processing voluntary refunds on the Air China website, App, or flagship store, the applicable time period must be selected based on the time difference between the time when the refund application was submitted and the departure time listed on the ticket.

3.  Refund regulations for partly-used passenger tickets: When refunding partly-used passenger tickets, deduct the ticket price of the already used segment, and collect refund fees for the applicable time period based on the time difference between the refund time for unused flight segment and the departure time listed on the ticket.

Exceptions: When processing voluntary refunds on the Air China website, App, or flagship store, the applicable time period must be selected based on the time difference between the time when the refund application was submitted and the departure time listed on the ticket.

4.  Altered ticket refund regulations: For refund applications for altered tickets made after March 31, 2019 (including March 31, 2019), refund fees are collected in accordance with the altered ticket's return time and the price, cabin, and fee criteria of the original ticket. If a discrepancy in the ticket price has been paid, the difference will be fully refunded; service fees for the change that have already been collected will not be refunded. That is, the applicable time period is to be selected based on the time difference between the time when the refund is submitted and the departure time listed on the altered ticket, with refund fees calculated according to the refund fee criteria and price on the ticket for the corresponding segments and cabins of the original ticket (that is, the first ticket). Price discrepancies paid for unused flight segments at the time of ticket alteration are to be refunded in full. Already collected service fees for the change are not refunded.

Exceptions: When processing voluntary refunds on the Air China website, App, or flagship store, the applicable time period must be selected based on the time difference between the time when the refund application was submitted and the departure time listed on the ticket.

5.  Refunds & changes of special products and special freight rates are executed according to the specific product regulations.

6.  According to the regulations in the General Conditions for Domestic Transportation of Air China Passengers and Baggage, refunds must be processed while the ticket remains valid.

7.  When passengers apply for a refund while the ticket is still valid, the unused airport construction fee and fuel surcharge will be refunded.

(II)  Refund regulations for combined round-trip freight rates

Where part of the ticket for a combined round-trip fare (refers to the round-trip fare which is less that twice the one-way fare) has been used, deduct half of the combined fare and process the remainder in accordance with the corresponding cabin refund regulations.

(III)  For refund applications for tickets that were voluntarily endorsed to another external airline, refund fees are collected according to refund regulations for the Air China flight prior to the endorsement. If there is a discrepancy in the ticket prices, then the entire difference will be returned, but the already collected service fee for the change will not be returned.

(IV)  Voluntary refund service fee criteria

VII  Change regulations for individual passengers

(I)  General regulations

1.  Changes include flight, date, cabin, carrier, and/or one-way/round-trip.

2.  Service fees are calculated according to the price on the ticket for the corresponding flight segment. The unit is RMB and figures are rounded off.

3.  Where a voluntary change requires the ticket price to be recalculated, the fare discrepancy is to be calculated according to the price on the ticket for the corresponding flight segment. If there is a fare discrepancy, it must be paid regardless of the time.

4.  Refunds & changes of special products and special freight rates are executed according to the specific product regulations.

5. The refund fee for the applicable time period will be charged according to duration between the time when the refund application was submitted and the departure time on the face of the ticket for the unused flight segment(s).

Exceptions: When processing voluntary refunds on the Air China website, app, or flagship store, the applicable time period must be selected according to duration between the time when the refund application was submitted and the departure time on the face of the ticket.

6. When tickets are changed (such as when the seat is canceled and changed to an open ticket) and the seat is re-booked, discrepancies in price must be paid and a change fee collected.

 

(II)  Voluntary change of flight and/or date

Ticket price must be recalculated; price discrepancies, for example, must be made up for and service fees additionally collected.

(III)  Voluntary change of cabin

1.;  Cabin downgrades (including the sub-class of the same service level from the higher class to the lower class and cabin downgrades in different service levels) are processed as a voluntary refund and a new ticket is purchased. Such as: Y changed to W, M1 changed to V, F changed to J, J changed to Y, C changed to V1 and so on.

2.  For cabin upgrades (including the sub-class of the same service level from the lower class to the higher class and cabin upgrades in different service levels), both service fees and the fare discrepancy for cabins will be collected. Further cabin change after a cabin upgrade is charged according to the service fee criteria of the upgraded cabin. For example: S changed to V, U changed to B, Y changed to J and so on.

3.  For upgrades to cabins S1/V1/Q1/H1/U1/M1, fare discrepancies must be paid in addition to service fees. For example: When M1 is changed to B, H1 is changed to Y, V1 is changed to U1, U1 is changed to J, etc., fare discrepancies must be paid in addition to service fees.

4.  Where the ticket price has to be recalculated for changes to the same sub-cabin, (such as when M is changed to M, M1 is changed to M1, and M1 is changed to M), fare discrepancies must be paid and a service fee collected. If the new ticket price is lower than the original ticket price, the difference is not refunded; only service fees are collected.

(IV)  Voluntary change of carrier (endorsement)

1.  For normal tickets of First Class (F), Business Class (J), Premium Economy Class (G) and Economy Class (Y), and government procured tickets for cabins F\J\G\Y, as well as 50% off tickets for children, infants, disabled veterans and police officers left with a disability after performing their duty, voluntary change of carrier is permitted. If the applicable fare for the new carrier is higher than the Air China ticket price, changes are to be made after the difference has been paid. In addition, service fees are to be collected. If the applicable fare for the new carrier is lower than the Air China ticket price, the change is to be processed as a voluntary refund. If processed as a voluntary change, the difference is not refunded and service fees are collected.

2.  For tickets other than those above, voluntary change of carrier is not permitted. If passengers apply for a voluntary change of carrier, this can be processed as a voluntary refund.

(V)  Voluntary changes for one-way or round-trip

Processed as a voluntary refund.

(VI)  Combined round-trip ticket change regulations

For change applications after part of a combined round-trip ticket (refers to the round-trip fare which is less than twice the one-way fare) has been used, service fees are calculated according to half of the combined round-trip fare. If the cabin has a combined round-trip fare following the change, the fare difference is calculated based on the difference of half of the two cabins' combined round-trip fare. If, following the change, there is no combined round-trip fare for the cabin, the difference in ticket price is the difference between the one-way fare of the changed cabin and half of the round-trip fare prior to the change.

(VII)  Service fee criteria for voluntary changes

Note: The number of voluntary changes for Cabin G & Y during "30 days (not inclusive) to 14 days (336 hours) (inclusive) prior to departure" and "14 days (336 hours) (not inclusive) to 4 hours (inclusive)" must be added up; which is to say, "no fee for the first three times, 5% fee each time thereafter" applies to the total number of changes for both periods.

(VIII)  Involuntary changes: No service fees apply.
