No, the Board will still be the final decision maker.  The primary purpose of the establishing a Party Committee is to provide opinions gathered from all members on major issues such as reform, development and stability related to  the company as well as other operational matters proposed by the Board of Directors.

Moreover, the proposed Party Committee function will be setup to advise the Board by making recommendations on national strategic opportunities such as supporting the Belt & Road Initiative in both the domestic and international markets. More importantly, the Board will continue to consult with all stakeholders,including minority shareholders, before finalizing decisions on the major topics.
