Japanese Ministry of Justice and the regional immigration bureaus of the country attend to the entry and exit affairs in compliance with the “Immigration Control and Refugee Recognition Act”. Chinese citizens visiting Japan must hold a valid passport and visa, and apply for entry at the port of entry. “Entry Card” must be filled in, and the purpose of entry must be the same as that indicated on the visa. A visitor has the obligation to provide personal biometric information (fingerprint, facial photograph), otherwise he/she will be refused entry. A visitor should carefully answer the questions raised by immigration officer. Even if a Chinese visitor has the visa issued by the Japanese Embassy in China, the immigration officer also has the right to refuse him/her entry.

Upon entry, foreigners who plan to stay in Japan for over 3 consecutive months need to report to the immigration authorities. On July 9, 2012, Japan began to issue Resident Card to foreign visitors who would stay in Japan for a long time. Visitors who arrive at Narita Airport or Kansai Airport can obtain directly the Resident Card at the airport, while those who arrive at other airports (ports) can obtain the card from the government in the place of residence after entry.

Visitors should take good care of their passport and visa, and work or study strictly in accordance with what’s allowed by the visa. In principle, visitors who stay for a long time in Japan and leave Japan with the Resident Card do not need to apply for “Re-entry Permit” within 1 year from the date of exit (before Resident Card expires in the case of those who stay in Japan for less one year) when returning to Japan. Visitors of other types need to apply for “Re-entry Permit” to the local entry administration bureau. Those who fail to apply for “Re-entry Permit” will have problems returning to Japan.

Students who plan to work part-time in Japan to meet their expenses need to apply in advance to the Regional Immigration Bureau for the “Permission To Engage In Activity Other Than That Permitted Under The Status Of Residence Previously Granted” in order to legally do part-time jobs; violators are likely to be repatriated when found by the Regional Immigration Bureau. Couples of foreign citizenship who have a baby in Japan must report to the Immigration Bureau within 60 days after the birth of the baby; otherwise, they must leave Japan within 60 days. If a couple intends to continue to work and study in Japan, they need to extend their length of stay. A foreigner who marries a Japanese needs to apply for change to the eligibility of stay. If the place of residence is changed, such change must be reported to the local municipal government within 14 days.
